Adobe Software License Agreement Keeps Popping Up 2018

I’ve received several comments from users who say that they can’t locate the accept button for the Reader license agreement. I’ve written back to a number of the commenters to try to get steps to reproduce this issue but have not been able to get information to help me isolate the problem.
If anyone is having this problem, please let me know by commenting but when you comment please provide any information that you think might be relevant, such as the operating system and version, version of Adobe Reader, any assistive technology you are using, and what steps you take to get the message and to try to find the accept button.

  1. The OS is Windows XP. When I click on the Reader, or on a PDF document, the license agreement pops up, and says to hit the accept button in order to use the Reader. There is no accept button. I’ve tried hitting all of the function keys, hitting “enter”, changing the screen resolution, and moving the license pop-up window. None of these work.

We are unable to download PDF files because every time the Adobe license agreement pops up on the computer screen blocking further action. It reads there is an accept button on the agreement screen but where the heck is it? We can't scroll down to the very bottom because of the size of the message.
